Any ideas for doing cardio indoors in the winter that is very quiet because someone will be downstairs from me and I have wood floors?

You could probably increase the number of cardio workouts you do if you get yourself a really good quality workout mat made of thick, dense foam. They have ones that are like large puzzle pieces so you can fit them together to the exact size you need. They dull sound from things like running on the spot, or you can put them under gym equipment to reduce any thumps or vibrations they cause.

Are you in an apartment building? YOu could run the stairwell

you can run a stairwell at work if you don’t have one at home too. do it after work if you don’t want to have to head back to work after you get all sweaty

If you don’t have a stairwell, you could always do power yoga. That can work up a sweat fast but it’s perfectly quiet…other than the occasional grunting!
